MVA Lead Generation Cost Per State: What You Should Be Paying

September 16, 202610 min read

MVA lead pricing is not a national number. The cost of generating a qualified lead in Los Angeles is fundamentally different from generating one in rural Ohio — and that difference shows up in what you pay per lead, per transfer, and per signed case. This guide breaks down MVA lead generation cost per state and gives you a framework for what you should be paying.

State-by-state breakdown of lead costs

Three forces drive state pricing: ad costs, competition, and insurance minimums. Together they set the floor and ceiling on what a lead can cost in your market.

High-cost states: CA, AZ, NV, TX, GA, NY

California, Arizona, Nevada, Texas, Georgia, and New York are the most expensive MVA lead markets. Dense populations, intense legal competition, and high insurance minimums push ad costs up. Expect a premium on every delivery model here — exclusive leads, transfers, and signed cases all carry a higher per-unit price.

Medium-cost states: FL, PA, SC, NC, VA

Florida, Pennsylvania, South Carolina, North Carolina, and Virginia sit in the middle. Solid case volume and moderate competition keep pricing reasonable. Florida has huge accident volume but lower insurance minimums, which moderates pricing.

Low-cost states: Midwest and rural

Midwest and rural states are typically the lowest-cost markets. Lower density means lower ad costs, fewer competing firms means less bidding pressure. The trade-off is volume — a smaller addressable market.

Why California costs more than Florida

It is not greed. It is ad auctions. In high-density states, more firms bid for the same audience, so the cost per click and cost per impression rises. A lead that costs a vendor $40 to generate in a low-cost state can cost $120 or more in California. The vendor cannot sell it to you for $90 and stay in business.

How insurance minimums impact case value

Insurance minimums are the floor on case value, and case value is the ceiling on what a lead can cost. A state with $25,000/$50,000 minimums produces higher-value cases than a state with $15,000/$30,000 minimums. Vendors price leads relative to the value of the cases they can become.

This is why two states with similar populations can have very different lead pricing. The state with higher minimums produces higher-value cases, so vendors can charge more and firms can afford to pay more because each signed case is worth more.

How to calculate what you can afford to pay per lead

Start with your average case value, your attorney fee percentage, and your target close rate. The per-lead price you can afford is a function of what you can afford per signed case.

Per-lead max = (target CPA × close rate)

If your target CPA is $3,000 and your close rate is 15%, you can afford up to $450 per lead. Pay more than that and you blow your CPA. Pay less and you may be buying shared or unqualified leads.

The 33% rule

As a rule of thumb, your marketing CPA should be under 33% of your average net fee per case. If your average MVA case nets $5,000 after costs, keep your CPA under $1,650. Above that, you are spending too much to acquire cases that do not pay enough to justify the spend.

Pricing moves quarterly

Ad costs fluctuate, so honest pricing moves with them. A vendor who gives you one national price is averaging your market. A vendor who updates pricing quarterly is pricing honestly. On a strategy call, ask for exact pricing for your state based on current ad costs — not a national average.
